I am suggesting these alternative measures to meet

war emergencies net becauan I think them better than

that proposed but b-cause there may be difficulties in

the way of getting it if it is found possible to give

the required powers during the war se much the better

and I de net thing the Scurte would lightly interfere,

but applications may be made and prints raised which we

should have to consider and I therefore think it best

to point out at once the difficulties which occur to me.
